Colorful Character: Seattle's Scarfman

I was going for an archetypal Americana scene being played out perfectly in the window of Jim's Barber Shop on 15th Ave NE, when out of the corner of my eye I thought I saw a colorful living garden gnome in bright orange hat entering stage left. When I looked up from the view finder I realized it was none other than skirt-clad Scarfman, the ubiquitous street performance artist for whom all of Seattle is an unihibited dance stage. He was moving really fast and I saw not a trace of his bright trademark scarves trailing behind, just a moving blur of bright colors. Does your city have it's characters and ambassadors of good will?
